Non-Attorney Instructions

Non-Attorney E-file Registration is used for the following Court Role Types:

- Creditor

- Filing Agent (see additional information below)

- Transcriber

- Party (used for Financial Management Providers or Auditors)

- Trustee

- US Trustee

Note:  If you are an attorney requesting full attorney access, Select Attorney Admissions/E-file Registration in PACER. If you are an attorney requiring only limited filer (creditor) access, use this option.

Filing Agent Instructions

A "Filing Agent" is a user that can file on behalf of an attorney or trustee. Note:  If you are filing on behalf of a creditor, select Creditor, not Filing Agent.  If you are filing on behalf of a Financial Mangement Provider, select Party, not Filing Agent.

All filing agents must have their own individual PACER account and may be linked to multiple attorneys and/or trustees.  The filing agent will have the same e-filing access and permissions as the attorney or trustee they are linked to.  However, when the filing agent uses his/her own login and password, the attorney or trustee name will appear in the docket text as the filer.

Filing agents may receive emails, but only if the attorney or trustee places the filing agent's email address in their CM/ECF Maintain User Account.

Process for Filing Agents:

1.  If you have an existing PACER account and it was created prior to August 11, 2014, you must upgrade the PACER account. If you do not have a PACER account you must register for a new account.

2.  Log in to PACER using Manage my Account and from the Maintenance tab select Non-Attorney E-File Registration.

3.  Select Filing Agent as the Role in Court.

4.  Once your account is approved by the court, the attorney or trustee must link the filing agent to their CM/ECF account.

- In CM/ECF under Utilities> Maintain Your ECF Account, click on More User Information and do a search for the Filing Agent.

- In the Find Filing Agent field, enter the name of the Filing Agent

- When the name appears, click Select.

- Click on the filing agent's name once it has been linked and the Update Filing Agent Permissions box will pop up.

- The Internet Payment will default to N, change to Y and click Save.

- Click Return to Account Screen.

- Click Submit to save the changes.

If an attorney or trustee had a filing agent prior to NextGen the filing agent is already linked to their CM/ECF account.  The attorney or trustee will only need to modify their permissons.
